Introduction Prior to the 1990s, generous government funding allowed Canadian health care facilities to provide excellent service and quality. In the early 1990s, increasing health care costs have changed government funding, requiring providers to be more financially accountable. In the mid-1990s, hospitals and regional health authorities across Canada were under siege from funding restraints, mergers and forced closures. At the same time, the healthcare industry was focused on delivering high-quality patient care and aligning the key stakeholders to the newly created vision. To evolve and to survive, Peel Memorial Hospital (PMH) implemented the Balanced Scorecard performance management system and that is the focus of this case study. Also highlighted are the value of and the benefits to be gained when best practices from the corporate sector are successfully adapted to the health care environment. History and Issues Peel Memorial Hospital (PMH) in Brampton Ontario lacked measurable targets and tired Mission Statement that tried to be all things to all people (Harber, 1998). Internal surveys revealed that employees were unclear on the organization’s strategic direction and the linkage of various programs and initiatives undertaken. In 1994, PMH embarked on a comprehensive Continuous Quality Improvement (CQI) training program for all staff which was followed by a burst of departmental and interdepartmental improvement initiatives. The hospital management looked closely at whether time, money and energy were being focused on the key clinical and business processes. Meanwhile, the hospital employees wanted to know how the evolving program management structure relates to PMH’s move into a patient focused care model; how these organizational development initiatives tie in with PMH’s move to shared governance models for nursing and the professional discipline; and where the fit for CQI and new computer system were. Working with Xerox Quality Services, PMH identified the â€Å"balanced scorecard† solution as a good fit for PMH and an effective vehicle to further evolve the organization. In 1995, PMH adopted the balanced scorecard system to measure its performance. Performance Management System Analysis The use of balanced scorecard in hospitals as part of their performance management and strategic management system has increased substantially. These scorecards incorporated the concern of the hospitals’ stakeholders, focused on the hospitals’ processes, and included both financial and non-financial indicators for performance measurement. The balanced scorecard at PMH included six categories of business with 23 data elements that were the drivers of the performance results. At the center of the Integrated Management Model framework was the Patient and Community Focus. The other five categories of business were Management Leadership, Human Resource Management, Patient Care Process Management, Quality Tools and Information Utilization, and Performance Results, and their interrelationship was identified in the framework (Harber, 1998). â€Å"The first year of implementation included objectives that identified the need for corporate measurement tools such as patient and st aff/team satisfaction† (Harber, 1998, p. 60). During year two of implementation, the Integrated Management Model was streamlined to reduce the data elements. By now, PMH had become more adept at managing and understanding the causal relationship between performance indicators and performance results. It had a good idea of which performance results help to drive performance results in other areas. Although the development of the balanced scorecard was a major undertaking and the development of performance measures a challenge, the implementation of balanced scorecard at Peel Memorial Hospital was a success as the satisfaction level from patient rose from 89 percent to 95 percent and the staff satisfaction survey participation rose from 33 percent to 75 percent. Also, PMH achieved a better understanding of where to invest time and money  in learning objectives and the ability to relate mission and vision statements to performance. It also enables PMH to become the lowest-cost provider in its peer group. The balanced scorecard provided PMH the ability to translate the hospital’s strategic objectives into a coherent set of performance measures as well as to align the seemingly disparate elements with organizational objectives. Conclusion Mello (2011) says that performance management systems can significantly impact organizational performance and process. The achievement of organizational goals requires a sensible balance between managerial commitment to the strategic interests of a business and to the human interests of its everyday operation at every level. The successful in health care management will depend on organizations and top executives balancing quality and customer satisfaction with adequate financing and long-range goals. The balanced scorecard not only provides a framework for establishing performance measurement goals but also incorporates continued quality improvement throughout the organization. Along with those rights students, have the responsibilities to follow rules. If rules get broken schools can impose punishments to try to correct the behaviors from happening again. Schools must let the students be able to voice their opinions on whether the punishment is fair.The purpose of this paper is to examine three (3) current rulings about different types of discipline in public schools. Next summarize the cases and the court’s decision for each case. Finally give an opinion whether for or against the court’s decision and justify the position. Bethel School District No. 403 v. Fraser Michael Fraser a student at Bethel High School made a speech in front of an assembly that was considered to be lewd. In reaction to the speech, he was suspended from school. Michael Fraser brought suit against the school in a U. S. istrict court, claiming that his First Amendment right to freedom of speech had been violated. (Essex p. 51, 2012) The Supreme Court said Bethel High School officials in Washington did not violate the First Amendment by punishing Matthew Fraser for a campaign speech that was considered lewd. Both of the lower courts had ruled for Fraser because there was no disruption following the speech given in the school auditorium. Because it was a school sponsored activity, the Supreme Court said school officials had the right to punish the risque content of his speech.While students are afforded the First Amendment freedoms of speech and expression, they are still answerable for their actions when they are offensive to others. Matthew Fraser's behavior was disruptive to the educational process. Fraser was in a public high school and at a school-sponsored activity. He was under the authority of the school, not standing on a street corner. Schools must have t he authority to guide young people into healthy and acceptable social forms of expression.Speech is limited even for adults, and no one can claim that high school students are adults. Fraser was not punished for the political nature of his speech, but rather for its sexual innuendo and obscenity. Hermitage School District v. Layshock In December 2005, Justin Layshock and three other high school students created fake MySpace profiles for their principal, Eric Trosch. The profiles included an official school portrait of Trosch and answers to the website's template questions for creating a profile.Many of the answers were derogatory and sexually explicit. One profile indicated that Trosch's favorite movie was a pornographic film. Another indicated that Trosch liked to have sex with students and brutalize women. A third said that he kept a keg of beer at his desk at school, was on steroids, and smoked marijuana. School officials discovered the profile, and the school district suspended Layshock for 10 days, ordered him to finish high school in an Alternative Education Program, and forbid him from attending graduation.In Layshock, the court ruled for Justin Layshock, who was a 17-year-old senior when he created a MySpace profile portraying his principal as a big drinker, a smoker of a ‘big blunt† and a â€Å"big steroid freak. † The school had suspended Layshock, placed him in an alternative education program, despite his classification as a gifted student, and barred him from extracurricular activities. I think Justin's behavior did not cause disruption in the school, because a school district does not have the authority to reach outside the schoolhouse to control student behavior.Justin’s actions were not related to any school sponsored event. Morse v. Frederick Joseph Frederick, a senior at Juneau-Douglas High School, unfurled a banner saying â€Å"Bong Hits 4 Jesus† during the Olympic Torch Relay through Juneau, Alaska on January 24, 2002. (Education and the Law Journal, p. 57) Frederick's attendance at the event was part of a school-supervised activity. The school's principal, Deborah Morse, told Frederick to put away the banner, as she was concerned it could be interpreted as advocating illegal drug activity. After Frederick refused to comply, she took the banner from him.Frederick originally was suspended from school for 10 days for violating school policy, which forbids advocating the use o f illegal drugs. The U. S. District Court for the District of Alaska ruled for Morse, saying that Frederick's action was not protected by the First Amendment. The U. S. Court of Appeals for the Ninth Circuit reversed and held that Frederick's banner was constitutionally protected. In this case the principle jumped the gun and assumed that the word bong was referencing drugs and I think it did not. Fredrick even stated that that was words to try to get the television station to see their banner and a way to get on TV.I think he was telling the truth about wanting to be seen on TV because crazy teenagers will say and do just about anything to be on TV so they can brag to their friends just to say they were on TV. I think that if all these cases were up to date, that they will re-evaluate the rulings now because you have so many people committing suicide over the words that people are saying whether it is on the internet or at their school. Importance of Community Development in the Middle East Important to the U.S. Essay

The Middle East is the region which extends from southwestern Asia to northeastern Africa, though its boundaries are not very specific. It is the historic origin of some major religions that we have today. These include Islam, Christianity, Judaism, Yezidi, Bahai faith among others. The Middle East came to be recognized as a single region after the First World War, during which the Ottoman Empire was divided into countries that currently comprise the Middle East. In 1948, Israel was established and joined the group of countries that make up the Middle East. The countries that are in the Middle East include Iran, Iraq, Kuwait, Yemen, Afghanistan, Kazakhstan, Israel, Saudi Arabia, and United Arab Emirates among others (Eur, 2002). The Middle East is however a region that has always been a centre of world affairs both on a positive and a negative note. There have been various ups and downs in the history of the Middle East; some of which recur to date. Some of these events have brought about an international outcry and eventually caused the calling forth of immediate reforms in some of the countries that comprise the Middle East. Some of the reforms brought to the attention of these countries are issues pertaining community development, which is vital for the growth of these countries. Community development in this region is aimed at mitigating the wrangles and wars that have been there in this region and make its occupants concentrate on issues that would be beneficial to their lives. Community development is the enhancement or the nurturing of some specific values within the society that bring about some positive change in the way that people in this particular society live and co-ordinate their lives. Community development is very important in any community because any improvement within any given society and mainly comes about as a result of cooperation between the members of these societies. It is through community development that acquirement, exploitation, and equal distribution of resources is accomplished. It is what enables a society to go forward and have all the amenities that are necessary for life (Bayat, 2002). The international community has been on the forefront advocating for community development in the region. This would see to it that the region develops economically and that its ties with other nations improve. The countries located in the Middle East dominate the world’s list of major oil producers. Most of the economies of these countries are highly driven by oil. The world’s economy is to some extent controlled by the prices of oil and this means that the Middle East bears a hand in whichever way that the oil prices sway. A reduction in oil production or an increment in the prices of oil per barrel would be a major blow to the economies of the world especially those of countries that do not produce oil or do not produce oil that can support their enormous populations. As a result of this, many of the world’s powers have always tried to have an edge over the countries in the Middle East in order to curb this (Wright, 1999). The United States of America is one of the countries that has always wanted there to be some stability and community development in the Middle East though most of these nations are opposed to its views. Many are even reluctant to cooperate because the United States is not mainly an Islamic state. The Middle East has always been marred by some wars and other cold wars. The United States itself was behind the 2003 Iraq invasion that saw to the total overhaul of the Iraqi government. Many local and international communities have always pointed fingers at the United States for such a miscalculation and therefore rapid community development in this region would help quench the guilt that the United States feels for doing this. Little else can be done other than trigger community development that would see Iraq have its economic prosperity back. This way, the United States can restore its sanctity too. The United States of America’s administration has therefore embarked on a plan to bring forth community development in Iraq. This is done through the providence of funds to kick off this process. Terrorism has been one of the menaces that have posed one of the greatest risks to the United States of America and its citizens. The United States government has been doing all within its means in order to eradicate terrorism and bring to book those involved. Terrorism has long been perceived as being endorsed and triggered by some Islamic extremists believed to be trained in some secret places within the Middle East. Therefore, if the United States figures that if it is able to bring forth some community development in the Middle East, they can be able to control or eventually eradicate terrorism. Some of the most wanted terrorists are believed to be harbored in the Middle East and some are even believed to be under the protection of some Middle East governments. The United States has even offered to train the Afghanistan police and military in order to control the levels of terrorism and fight drug cartels. Afghanistan is believed to be one of the world’s top producers of cocaine. The advent of nuclear weapons poses a major threat to the world’s population if these weapons are not handled with care. Countries ought to obtain approval from the United Nations before they embark on developing nuclear weapons and war-heads or any similar venture, failure to which some severe measures can be taken. Iran has some nuclear power stations which are operational though the United States and other powerful countries believe that Iran is developing nuclear weapons. The United States has taken a firm stand against this and has sought some diplomatic positions with regard to this issue. Significant community development across the Middle East would see to it that such problems are dealt with easily which would actually be an advantage to the United States on its take on global peace. The Israeli-Palestinian war has been raging for several decades. Israel is located amidst countries which are its sworn enemies. Many of the contentious issues between Israel and its neighbors have eventually resulted in wars that have left many dead and injured. The United States is Israel’s sworn ally and therefore a blow to Israel means a major blow to the United States though indirectly. As a result of this, the United States has always acted in the favor of Israel. The idea of community development would eventually lead to unity in the region and thus remove the burden of sporadic wars from Israel and promote economic growth in the region. There are various leftist terrorist groups that have been formed in opposition of Israel. These include Hamas and Hezbollah and the return of peace to the region would see to it that these groups cease to exist as they are a threat to peace in the region. This would further improve the United States’ war against terrorism (Thomas, 1998). Finally, the United States of America envisions economic allies from the Middle East, which hosts some of the fastest growing economies in the world. An alliance between the United States and the Middle East would see to the growth of the economic interests of both parties. Economic enhancement means more power and this is exactly this would translate to the United States. Economic empowerment is of paramount importance especially in this period when the world is experiencing a financial recession. Economic empowerment would therefore be a major boost to the United States and any other interested parties. The Middle East is one of the regions that the business interests of Americans are not appreciated and therefore mending this would change the equation. Countries such as the United Arab Emirates, Bahrain and Jordan have incorporated tourism into their economies and this is bound to improve their relationship with other countries. Egypt has been one of the key factors that have made peace-brokerage possible in the Middle East. Egypt is an Islamic state that is not hard lined towards general hatred towards the west. This gives it an edge towards dealing with the Middle East crises and dangerous wars. It is through Egypt that some international communities have voiced their concerns. It is through Egypt that some wars have been stopped through cease-fires; such as the recent Israeli-Palestinian war that was showcased along the Gaza strip. Egypt itself is strategically placed and is allied to many of the nations in the Middle East. They are therefore bound to listen to Egypt when it comes to negotiating a particular situation. As a result of this, many of the western countries ally themselves to Egypt in a bid to broker peace in the Middle East. Egypt therefore plays a very vital role when it comes to dealing with the nations of the Middle East because of its neutrality and similarity to these nations despite being an Islamic state. It is a peaceful sovereign state that is deemed reliable by many western countries when it comes to dealing with the Middle East. As a result, community development is vital as a solution to the problems that currently affect the Middle East nations. The Middle East is in a quagmire of woes at the moment and a solution that would bring about peace and stability in the region would all the same transform this region into an economic powerhouse which would be a big boost to the global financial market altogether. It limits the knowledge a student receives, the rate at which they learn, funds available to the school, the students ability to succeed in the workforce upon graduating, it even affects the knowledge or lack of knowledge a student learns at home. Though this may affect the teaching staff in ways, minorities from a lower income family are the ones impacted most. These students often fail because they are not prepared for success. Students from a lower social class have fewer resources available to them; therefore they do not make it to the top. Schools in poverty stricken areas receive less funding, and this severely impacts the students. The school is unable to provide students with up to date technology, and the resources needed to compete with their peers from more privileged backgrounds. The school will not be able to provide ESL classes for Latino students. Students will more than likely drop out; the ones who actually manage to graduate will probably be less qualified to perform essential job duties. These students will not be as knowledgeable because they may be using outdated texts, and they are not able to learn how to fully utilize technology needed to survive in today’s workforce. Schools that are in a low income neighborhood do not have modern buildings, the school buildings are very out dated. The air conditioning and heating may not be working properly creating a very uncomfortable learning environment. This may discourage students from wanting to go to school and it definitely does not attract quality faculty. Another issue that impacts the student severely is the lack of parent participation in the education process. This is crucial to the development of the child from a very early age; it is imperative that a parent be involved in preparing their child for life, as well as reinforcing things learned at school. By the teaching staff not being qualified the type of skill the students will learn will not be up to par. Classroom Managers should also be aware of how they are engaging their students. They should have high expectations of all of their students. There seems to be a lot of racial stereotyping in minority communities. Teachers should know that all Asian students aren’t smart and that all African American students inferior learners. If teachers establish a high expectation of learning from all of their students and expect all of their students to do well then those expectations will be seen by the student. Students are then able to work at their highest potential and are not limited; a teacher should believe that all students are capable of learning at a higher level. The teacher of the 21st Century need to be more culturally responsible and they need to be more aware of what is going on in the classroom. Educators need to be trained in a way that is going to be more beneficial to the educational process as a whole. For example if a teacher has a classroom where the majority of the students are not being successful then that teacher and/ or teaching techniques should be reevaluated. The classroom is not a place where a student is just given work to perform and the teacher is detached, the classroom of the 21st century needs to be an interactive classroom where teachers and students comes together to share ideas, and engage each other in the learning process. Unless a Teacher can step out of the conventional box and begin to assess themselves and what they actually bring to the classroom, it will not evolve. Teachers should interact with students on a more personal level in the classroom and get to know their students as individuals; some children can get lost in the classroom for a number of reasons; including personal problems at home, and learning disabilities. By being involved more with the student’s teachers are better to adapt to a student that is having problems because they are unable to read well, or a student that is simply having problems seeing the board. Without establishing some type of a relationship with the children it is very hard for a teacher to recognize the problems students are having and how to effectively deal with these problems. Just because a student is unable to keep up with fashion, technology receives free lunch does not mean that this student does not have the ability or the will to learn. There are successful people that grew up in poverty, and have gained success through hard work and education. Everyone should have the same opportunity to receive quality education. Students are taught that education is the key to success, so how can one succeed when the education is not equal to their peers, the ones they will be competing against for their spot in the future. Education is the poor man’s dream to a better life. With minorities and Latinos making up a large amount of students in school the effects of inequitable opportunities has a larger impact on them. Students who come from an inferior social-economic level are just as motivated as students who come from a higher social class. You have Latinos who hardly speak English and are attending schools that are incapable of accommodating them; therefore they do not earn a degree and are forced to take a low paying job. â€Å"Status† may have an impact on a student in a social environment, but in the educational system this should not be a factor. The students from a lower social class are being prepared for failure, while the students from a higher social class are being prepared for success. In the 21st century I believe that inequitable opportunity is the most critical education problem. Recognizing the problem is the first step, however we as a society need to find solution on how to better level the playing field in the educational comm unity in order to make schools work for everyone. One thing we can to is to not only encourage proper funding for schools in low income areas but to also make sure that this funding get appropriated to do what is needed in order to make sure that the children have a proper learning environment. Bills and referendums continue to be passed in education s in order to make sure that schools are up to par but sometimes this money does not get to the prosper schools. Some schools get new buildings and a/c systems while other schools just get paint. We need to come together to demand to our elected officials that something be done about the conditions of certain schools. We need to make sure that these school schools have the materials that they need in order for them to produce successful students. Books need to be provided to every student not only in class but also at home as a reference for homework and studying. Computers need to be provided in these schools so that the students don’t fall behind on technology and become inferior to their peers. We elect these officials and we need to demand that they begin to look out for the betterment of our schools. We should go online and see how they are voting on the issues that affect us. If they are not pushing the type of educational reform that we need in our communities and in our school then we need to elect someone who will. Parents need to become more involved in their students learning. We must understand that a lot of parents are working, and most low income households are being led by a single parent; we need to find a way to get these parents involved to help their children so that they don’t continue to fall behind. Even if it’s just educating them on the process of following up with their elected officials and making sure they vote and their vote counted and is heard. Opening up the schools for parent participation and PTO and PTA meeting on a weekend rather than on a school night would make it easier for parents to become more involved. Also, schools could try social networking, and sending up dates to parents Facebook or Twitter pages to keep them up on what’s going on in the schools. This is a new era and the American household has changed and the educational sytem needs to keep up in order to keep these parents involved and up to date on what’s going in their child’s school. This will ensure that all student as are working to their best ability to learn.
